The Public School Forum of North Carolina deeply mourns the passing of Justice Willis P. “Bill” Whichard, a longtime board member, statesman, and jurist whose service will have a lasting impact on our state for years to come.
Justice Whichard’s career spanned all corners of public life: he served in both the North Carolina House and Senate, served on the Court of Appeals, and was appointed to the North Carolina Supreme Court (1986–1998). After retiring from the Supreme Court, he served as Dean of Campbell University’s law school and later practiced law, while continuing to mentor legal minds.
On our board, he brought wisdom, steady leadership and a genuine dedication to civic purpose. His thoughtful counsel and principled voice strengthened our mission to provide a high-quality public education for every child in North Carolina.
We are grateful for his many years of service and extend our deepest condolences to his family, friends and all those who had the privilege of working alongside him. His life reminds us of the power of public service rooted in integrity, intellect and heart.
