Rachel Beaulieu

Senior Policy Advisor

Rachel is an education attorney, an advocate for public education, and the mother of two public school children. She is a NC Teaching Fellow (Elon 1993) and fulfilled her scholarship teaching 4th and 5th grade in Alamance-Burlington Schools before going to law school at UNC-Chapel Hill (2000). She joined the Public School Forum of North Carolina in February 2017 as its Senior Policy Advisor. When the General Assembly is in session, she lobbies for public schools on behalf of the Forum.

Prior to joining the Forum, Rachel was the Legislative Director at the NC Department of Public Instruction and worked closely with the State Board of Education. She has an extensive working knowledge of state government, state agencies, and the key stakeholders involved as new education law and policy are formed. Additionally, for eight years, she litigated in state and federal court on behalf of public schools, governmental entities, public and private employers, school administrators, educators and more. She served as the Chair of the Education Law Section of the NC Bar Association, and NC Super Lawyers named her a “Rising Star.”

Rachel has not shed her “teacher” hat – she often conducts trainings, gives keynote addresses, hosts webinars or otherwise presents to large and small audiences alike with legislative updates, new education laws, education leadership and reforms, policy development, etc. As the Forum’s Senior Policy Advisor, she helps guide education policy, research and advocacy for our public school children.
